RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2013-00727 COUNSEL: NONE HEARING DESIRED: NO ________________________________________________________________ APPLICANT REQUESTS THAT: His fitness assessment (FA), dated 26 April 2012, be removed from the Air Force Fitness Management System (AFFMS). ________________________________________________________________ APPLICANT CONTENDS THAT: During his Fitness Assessment the Fitness Assessment Cell (FAC) members corrected the counter several times while he performed his sit ups. On multiple occasions, they told her to count the sit ups in the down position. She stated she was unaware they needed to be counted that way. The counter stated that she miscounted and would like to redo the test. The FAC would not allow a retest. The counter only counted 42 sit ups when he actually completed 55. The FAC members knew he did more than was counted; however, they were instructed by their leadership to only oversee the test and would not allow them to write a memorandum for record stating the error occurred. He was advised to take it up his chain to get it thrown out. In support of his appeal, the applicant provides an e-mail from the counter and a copy of his AFFMS print-out. The applicant’s complete submission, with attachments, is at Exhibit A. ________________________________________________________________ STATEMENT OF FACTS: The applicant is currently serving in the Regular Air Force in the grade of technical sergeant. The applicant took his FA on 26 April 2012 which resulted in a composite score of 72.9. An e-mail from the counter shows her error when counting the applicant’s sit ups. The applicant’s AFFMS record reflects a constant sit up count of no less than 54 in the past 9 years. After a thorough review of the documentation submitted, the applicant has provided insufficient evidence to support his claim. He has not provided any documentation from the FAC or his unit commander indicating the error occurred. The complete DPSIM evaluation, with attachment, is at Exhibit B. ________________________________________________________________ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 31 October 2013, for review and comment within 30 days (Exhibit C). As of this date, this office has received no response. ________________________________________________________________ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Sufficient relevant evidence has been presented to demonstrate the existence of an error warranting relief. We thoroughly reviewed the applicant’s complete submission and the office or primary responsibility recommendation to deny the applicant’s request. However, we believe a preponderance of the evidence supports corrective action. The applicant submitted documentation supporting his contention that there was a discrepancy in how his sit ups were counted. As such, we find the entry in AFFMS does not accurately reflect the amount of sit ups completed by the applicant during the contested fitness assessment. Based on the foregoing, we recommend the applicant’s records be corrected as indicated below. ________________________________________________________________ THE BOARD RECOMMENDS THAT: The pertinent military records of the Department of the Air Force relating to APPLICANT, be corrected to show the fitness assessment dated 26 April 2012, be removed from the Air Force Fitness Management System. ________________________________________________________________ The following members of the Board considered AFBCMR Docket Number BC-2013-00727 in Executive Session on 12 December 2013 under the provisions of AFI 36-2603: All members voted to correct the record, as recommended.
